 And here's upstreams response to my report:

   ...you might just disregard the failing tests for now until I release
 man-db 2.6.0.  They don't indicate a problem in the installed package
 (except for a minor one in man-db's own manual pages).  While this was
 triggered by groff changing the format of its warning messages slightly,
 it's not a bug in groff either.
