New version. Release announcement at
http://www.spinics.net/lists/hotplug/msg05030.html. Apart from bug fixes,
this has the removal of the udev-acl extra from default builds as that
functionality has been moved to systemd. This means our --disable-
udev_acl configure switch can be removed.
