I have put the headers into a tar file:
ftp://anduin.linuxfromscratch.org/other/rpcnis-headers.tar.bz2
They can be installed with:
sudo tar -xf rpcnis-headers.tar.bz2 -C /usr/include
With this, libtirpc configures and makes without complaint.
