#3144: pkg-config should be installed before e2fsprogs

At final system on e2fsprogs page there are still overrides for stuff that
pkg-config can handle, and since it is now in the book again, I suggest
you move it before e2fsprogs. It was after bzip2 when it was in LFS some
time ago.
