#3168: Variable LOGLEVEL in Chapter 7.10 does not work

Setting the LOGLEVEL in '/etc/sysconfig/console' does not work.
Bootscripts Changelog say:

The script '/etc/rc.d/init.d/rc' reads '/etc/sysconfig/rc.site' but not
'/etc/sysconfig/console'. The file '/etc/sysconfig/console' is only
reading in '/etc/rc.d/init.d/console'.
In '/etc/sysconfig/rc.site' setting the LOGLEVEL works well.
Founded in Stable (7.1) and Development LFS (7.2).
