New version. No release announcement as yet, but there's a report that the
version wasn't bumped before the release was tagged at
http://sourceware.org/ml/binutils/2012-10/msg00305.html, but a quick build
suggests that the tools correctly advertise themselves as 2.23, so this
should be OK for the book.
