This should be fixed at revision 10050, but I'm going to hold off closing
the ticket until I get confirmation that the build still works properly.
There were several changes needed to Makefile.lfs.
Note that a DESTDIR install will not properly build hwdb.bin because the
directory it uses for sources, /lib/udev/hwdb.d, is embedded in the code.
I also updated the Makefile to avoid rebuilding everything if the
dependent files have been properly built.
