Comment:

 In the hwclock case, it's a file that saves runtime data to it.

 In the systemd-timedated case, it's a file that servers as a configuration
 file.

 So in that case, the instructions are correct.

 Variable data go to /var while configuration files go to /etc. We can
 speak of two different files here.
