The url to procps-ng is
http://sourceforge.net/projects/procps-ng/files/Production/procps-
ng-3.3.9.tar.xz/
which points to the download page. When downloading with wget the html
page is downloaded instead of the file.
This defect also breaks the jhalfs download process.
