It turns out that libidn2 is dynamically loaded at run time and is only
needed if internationalized domain names are used for DNS lookup. This is
an optional run time dependency.
Added a note to glibc pointing to the BLFS libidn2 instructions if this
capability is needed.
Fixed at revision 11447.
