I don't know why this is needed.  You only need quotes around a variable
definition if it contains special characters (whitespace, brackets, parens,
etc) recognized by the shell.

The other instances of UNICODE= have the quotes, that's why I have added them
here, anddeemed the modification "cosmetic". We could also remove all the
double quotes in similar assignments. Those are not needed. But we have a lot
of them...

It's not a big deal.  I guess consistency is not unreasonable.
