I believe it's done this way to merge kernel API header changes into
iproute2.

4. This package includes matching sanitized kernel headers because
the build environment may not have up to date versions. See Makefile
if you have special requirements and need to point at different
kernel include files.

With that logic then, I assume that a new version of iproute2 is released
for every new minor version of the kernel.
