#4627: manpages aren't installed in systemd

This seems to be a regression that affects LFS 9.1-systemd as well. The
man pages are not being installed in 6.73 (Systemd-244). Reported in:

I confirmed this on a barely used 9.1 system (only installed OpenSSH).
Going to try adding -Dman=true and running a build through jhalfs just to
make sure that things aren't broken at all. If that works, I'll add an
errata entry as well.
