This release fixes two bugs that both relate to building libcap and
the Go sources
[Bug 208439] More reliably name all known Linux Capabilities when
building, reported by Hussam Al-Tayeb
[Bug 208445] Fix rare infinite loop in cap.Launch()
Lots of documentation updates/fixes for Go packages.
Relocate the web.go example to make it build out of the box with
modules.
