Release notes for 2.29

- This release fixes the following user reported issue:
- [Bug 208477] libpsx support for musl libc. This resolves a potential
exposure to a related
issue with glibc's pthread implementation.
- The rest of the release was rearranging of the source tree to support
some Go module
buildable examples and improved documentation.
- Inclusion of set-UID/GID example for Go applications that relies on
libpsx
[as it is not natively supported by Go yet]
- [Bug 208447] is resolved here, but in an unfortunate way that drops
build compatibility
with older Go tools. Fix for that is [this change]
