You might be able to do something like those multiple picture cards.
Seen in one direction it is white, from another it is black. I am not
too sure how that could be applied to a transfer. It could be a flexible
piece of corrigated plastic.

I though about that, but I don't think it'll have quite the same
effect unless the viewer is jumping from side to side, which I don't
expect many people to do.

I would think that a persons normal movement would be enough to make it flicker. Remember those cards have about 10 pictures which change over a very small angle. If you have 5 white and 5 black alternating then just walking would produce enough angle displacement.
