Xorg usually picks up any buttons pressed and passes the event on to your window manager. It's up to you to decide what you want your window manager to do with the event. For example, I have a remote control for my digital TV card, I can configure the events detected in openbox, the window manager I use (the exact details of configuring openbox are probably not relevant if you use another window manager).
