Unless a country is willing to recognise the existence of such weapons, no refugee status may be granted. As far as I know, two countries have developed these weapons, and no country has publicly recognized them as weapons. In this case, the 100 000 or so unemployed would have to seek naturalization, permanenet residence, and/or full citizenship in Europe and America, or other more areas. -- JKJK
