"(3) To collect ascii event logs for events that aren't handled
by some /etc/hotplug/*.agent (optional):# touch /var/log/hotplug/events"
Yes, it's optional, but the intention here is probably to detect those events that aren't currently being handled by hotplug. Note that it doesn't log *all* hotplug events. On my box, it seems to be limited to vcs(4) devices.
