Try running something like the following: /tools/lib/ld-linux.so.2 /tools/bin/env -i <whatever else> and see if you still get the same error, or a different error, or no error at all. The readelf test just makes sure that the program is referencing the right runtime linker; it doesn't check that the runtime linker is working properly. This *MIGHT* give a bit more information on what's wrong.
