Alex looking at this patch, it just forces setting of the seconds to be 
set to 0. I just think this is overkill to add to the coreutils build, 
since it's very minor issue. The only thing it affects is the setting of 
the date, but it someone wants to enter the seconds, in it will force it 
to 0.
