I think it's reasonable to install the SUPPORTED file in /usr/share/i18n

packages like Xlib will work, right? If Xlib still doesn't work
correctly with a SUPPORTED locale, what other options do we have?
Whatever it is (aside from patching Xlib), will surely result in
recommending a non-SUPPORTED locale which I don't think we want to do.
