Folks that use gphoto2 still need the run_hotplugd helper. That's a
bug in gphoto2, but we just can't say "use binary Debian package where
this bug is fixed" :)
I was wrong. Due to our insecure /{proc,dev}/bus/usb permissions,
run_hotplugd is not needed by default for gphoto2.
