What new functionality? Possibly the new netlink socket stuff? udev-071 compiled just fine against l-l-h version 2.6.11.2 when I moved to it from -056 a few months back. Now, that's not the most recent version of udev (like I said, it was a few months ago), but I don't see anything in the RELEASE-NOTES file for -072 through -078 that looks like it would require newer headers, either. But I don't read linux-hotplug-devel or linux-kernel, either, so I may be missing something here.
