Nothing is being lost relative to the current build.  The autoconf
tests in both situations would be improved (I don't know to what
extent because I haven't looked) if libtool and automake were
available.  This is not fixing a regression since this has never been
the situation.

So, we're trying to address the situation of "How do we improve the
autoconf test suite without regressing the build?"  That's where I
came up with the suggestions for what to do.

So far, the votes are:
Me: Move up libtool and grep, note about missing automake
Chris: Same
