I think that you sent this to lfs-dev by mistake. There is no word "hotplug" on the kernel build page (chapter08/kernel.html), and all three uses of the word "hotplug" on the device/module page (chapter07/udev.html) are justified.
As for CLFS/HLFS, they do lag in several areas. This discrepancy has to be either ignored or fixed. However, I don't see any way to do this other way than dumbing LFS down and removing such difficult and unmaintainable matters as udev and i18n.
