Looking at Makefile.in before and after the sed -
< testsuite/nulldata.sh testsuite/panic-tests.sh \
---
testsuite/nulldata.sh testsuite/ \
I have changed the sed in my build to
sed -i 's%testsuite/panic-tests.sh%%' Makefile.in
which fixed it for me.
