I've been doing that for years, but at the moment I have good
connectivity so the download sizes are neither here nor there for
me. ISTR there was a view that the process is slightly more
complicated and that we ought to minimise that.
Also, one of the changes in 4.14.10 added a script for the objtool (?)
changes (the stuff which needs libelf) and a regular patch cannot
make that executable, so going past that required chmod +x on the
new script.
