Just to close the loop on this one, the reboot was initiated by hosting 
provider to apply a series of Meltdown and Spectre patches.

It was announced ahead of time, I just failed to forward that message here.

The reason Apache itself remained down after the system booted back up was due 
to what seemed to be a case of IPv6 wasn't up but seeing IPv4 was, the network 
was considered up and running and booting continued. Apache tried to start, 
couldn't bind to the IPv6 address and exited. Had the Apache tried to start a 
fraction of a second later, all would have been well.

This is on the list to get fixed when time permits.
