This file is part of the xkbutils-1.0.4.tar.bz2 package (together with
xkbbell and xkbwatch). I've checked it is installed on all the machines
where I have built Xorg applications. Do you have xkbbell and xkbwatch.
If not, maybe something went wrong when installing xkbutils.
