I agree with your conclusion for 5.1.2, but I've no idea if in
5.0.16 .config was present after 'make mrproper' : the problem was
that I could not run 'make mrproper' without a .config (i.e. after
freshly patching 5.0 to 5.0.16).

Also, the removal of ..install.cmd seemed superfluous, there did not
seem to be anything with a name like that.
