Waiting until Chapter 7 would be an issue because quite a few test systems rely on having this in /etc. My analyzer detects Python Python2 coreutils git glib glibc libevent openssl perl tcl Wouldn't it work to download the initial copies as if they are package tarballs and have them in the sources directory and then only use the network when you wanted to refresh?
