So is there a problem with my make command or a problem with the Makefile?

What does your package,ent file show.  It should be:

Somehow you are missing the leading 50 for check.

To make the systemd book, use 'make REV=systemd'

It's definitely the systemd book. Here is the start of general.ent:

The source xml is the same for both books. Chapter 3 does differentiate the packages when generated. The wget-list file is generic and includes all files for both books. The md5sum file is specific to systemd or system V.

The default book is System V.

The packages that are specific to systemd are dbus and systemd/systemd man pages. The packages that are specific to System V are eudev, lfs-bootscripts, sysklogd, sysvinit, and udev-lfs.
