The loopback interface is bring up by script
/etc/rc.d/init.d/localnet. See this file and check if there a no
errors in it. Beside there are symlinks in proper runlevel
directiories. Check them if they are OK. Generaly this problem may
appear if the script (localnet) is called twice.
