You are absolutely right : you configure the standard ethernet
interface (the device IS an "eth" as well), and as an extension you
should setup a few things, like SSID, wep key and stuff.

But basically this is just an ethernet device, and it should setup as that.
And yes, you should create files in ifconfig.eth1/
