Nope, when we talk about package manager, we d'on't talk about something that would install or uninstall something automatically for you. We just say that something that would do some kind of database of the files on the system, and tell us which software installed it. Just to make the removal easier for instance. Git for example is a script you launch every time before you install something, and after it tells you what are the new files on your system.
