I can use deluser, which removes all but the home directory.
The permissions on /bin and /bin/bash are 755 with root being the owner.

like libdl, libtermcap, libncursus, and the loader, ld-linux.

Wouldn't you get a different error message if a library's permissions are
wrong?
Aah, yes, you're correct -- cannot open shared object file or some such.
With /lib/ld-2.3.3.so though you get:
Cannot execute /bin/sh: Permission denied
