I'd like to recommend the BASH installation step should include a
recommendation to create /etc/shells.  To be sure, it's not absolutely
required until another shell or ftpd are installed.  Creating it when
BASH is installed means it's only done once.  A reasonable alternative
might be when chsh is installed.
