 Yes, you should unpack them and cd to the directory which was
created.  And yes, you do that, and all the rest of the build, as root
(apart from some of the coreutils tests, if you run them).

 I don't remember anybody else asking this question.  Looking at
section 5.1 I can see where you are coming from.  I guess by the time
you get into chroot, most people are comfortable with untarring and
cd'ing and don't give it another thought.  I'm sure that I didn't
when I started.
