It wasn't chosen instead of Python or Ruby - it's there simply because something needed it, because some package in the book cannot be installed without Perl being present. The same isn't true of Python or Ruby, so they're not in the LFS book. I loathe the language myself (I prefer coding in Python), but Perl has been around long enough that it's considered as much a standard feature as 'grep' or 'sed' - all sorts of scripts and build tools will assume it's present.
