But why, on my new LFS-6.5 system, does the system time does not get set to
hwclock time by the udev rule that is clearly there?

The bios/hwclock is set to local time and I have
UTC=0 in /etc/sysconfig/clock.

If I make the link the system clock gets set correctly.
