I may have the same problem,
Timezone is set in /etc/profile export TZ='America/Los Angeles'
and in /etc/localtime

/etc/sysconfig/clock has UTC=false
/etc/rc.d/init.d/setclock is current from LFS 6.8

if I manually run 'setclock start' time is correct.
