I experienced a similar failure where both e_icount_normal and e_icount_opt reported failed tests and complained about a test_icount file or directory missing.
I removed the source folder for e2fsprogs and re-did the install at which point I realized that I had mis-typed one of the configuration options and had set -- disable-uuid instead of --disable-uuidd (2 d-s at the end) while configuring.
