 You are looking at the wrong chapter!  We use it in chapter 5.
Please read the patch, including the description.  We use it so that
perl will work when we enter chroot using /tools/libc.so and
/tools/bin/gcc.  It is specific to how we build LFS in chroot, the
new system doesn need this workaround.
