Apparently it doesn't, since it's only used by glibc package and 4.0.1 was only required by certain version because of some kind of bug. His error is rather misconfigured perl in /tools. My /tools/lib/perl5/5.18.2 has Encode.pm file and Encode directory, which is what texinfo configure looks for.
