Well, I always prefer to use UTF-8 when creating systems but I followed that 
thread you mention below which uses ISO-8859-15 so I decided to try it.

OK, it is clear now.

Thanks for the correction :-). So I conclude that this is just for menuconfig 
to run in our preferred locale.

Yes, that was the thread I was following to config my chroot, as I said before.
