I don't recall the error #, but I was getting a very similar message a few weeks ago. In my case, the problem was I had 64-bit executables, but a 32-bit kernel. (You had participated in that thread, but focused on remedies rather than diagnoses.) Once I was able to get a 64-bit kernel (cross-)compiled, the problem went away. I have no idea if this is likely to be what you are running into here, but maybe it is, or something similar.
