No, not really. /etc/security/limits.conf is a PAM file. BLFS shadow instructions move /etc/limits to /etc/limits.nouse when built against PAM. I can't find any reference on google about /etc/limits but it's part of the shadow source tarball from what I could find out by examining the tarball.

Personally, if I wanted to change a limit, I'd just add

ulimit -c 5000

in ~/.bash_profile.
