osuosl is the master files repository. I uploaded the 7.7-rc1 files from my -dev repo and that has 'development' in the links. Since there were no package changes between -rc1 and stable, I just renamed -rc1 as stable.
It's curious that you got the wget-list from osuosl and not the rest of the files that are all available from the same site, same directory. The wget-list at http://www.linuxfromscratch.org/lfs/downloads/7.7/wget-list is correct. All the patches you are concerned about originate at www.linuxfromscratch.org anyway.
I'm not going to change anything for 7.7 (or 7.8 that has the same issue), but I'll be more careful in the future.
