No. You should be building as user lfs and the /mnt/lfs/tools hierarchy
should be owned by lfs. It is not uncommon for users to miss the command
in 4.3. Adding the LFS User:
chown -v lfs $LFS/tools
or to not have the LFS environment variable set for root when running that
instruction (e.g the Caution in 2.4. Setting The $LFS Variable).
